- Complete mandatory forms (SF-424, SF-424A, SF-424B)
- Submit a 5-page proposal including objectives, methods, timeline, key personnel, and monitoring plan
- Provide a detailed budget and justification narrative
- Attach resumes, letters of support, proof of non-profit status, and security packages
- Register with SAM.gov and obtain a Unique Entity Identifier (UEI)
